Uber does not build self-driving tech; it aggregates partner fleets inside the Uber app — including Waymo (Austin, Atlanta), Nuro, Pony.ai, WeRide, Wayve, Aurora, Motional and others. It is structurally non-neutral: it only shows its own partners, not Tesla, Zoox, or Waymo's standalone service.
